Polygon count problem

Yeah hey guys i have a problem with my polygon count, Right i consider myself an advanced user and i'm having some trouble with adding so many polygons in my scene. Right i'm creating a feature length animation and i have approximately 4 million polygons in my scene with Roads, Buildings, Lamposts and animated characters. However i have created about 40 trees and 9 cars which i am going to duplicate around my scenes to give my city extra life but those objects are going to range in there millions of polygons also because one of my trees is around 60.000 polygons. SO my scene will be around 8 million polygons and my computer can only handle 4 millions (so you see my problem). Is there anyway i can create the same animation loop with just the Trees and objects being rendered to make it look like it was rendered all as one scene. Example i have my city with trees and cars but i'm able to create transparent low poly blocks representing my city and once the camera passes by a Low poly transparent block it fades behind it or around it making it invisible behind the transparent polygon and making it possible for me to add my 2nd video which would be high poly in the same camera animation to give the appearance of cars and trees. I know this could be possible with 3ds max but i don't know how to go about it since this is my first time traying this techniqe any tutorials you give me or advice i will be deeply grateful.
Normally i separate different element in different Max Files
Then Xref them together
This help me to control all my 3d elements in place.
